Notice on Developing The Internet of Things Application Demonstration Project of National Intelligent Elderly Care by Ministry of Civil Affairs Office

Civil Affairs offices (bureau) of Beijing, Hebei, Jiangsu, Anhui, Henan, Sichuan Province(Municipality):

At the request of two documents issued by National Development and Reform Commission together with other 13 ministries, Notice on Printing and Circulating Plan of 10 Developing Special Online Projects (National Development and Reform Commission High-tech letter [2013] No.1718, hereinafter referred to as NOTICE) and Reply Letter on Approving of Developing The Internet of Things Application Demonstration Project of National Intelligent Elderly Care in Realms Including Police Equipment Management by Development and Reform Commission Office and Ministry of Finance Office (National Development and Reform Commission High-tech letter [2014]No.1169), National Development and Reform Commission and Ministry of Finance approve of Ministry of Civil Affairs’ organizing and implementing of developing the Internet of Things application demonstration project of national intelligent elderly care. For best implementing and organizing purpose, the notice is as followed:

1. Experimental Units

The experimental units for developing the Internet of Things application demonstration project of national intelligent elderly care are the following 7 elderly care institutions: Beijing Social Welfare Institution 1, Beijing Daxing District Xinqiu Elderly Apartment, Youfu Hospital in Hebei province, Care Center For Disabled Elderly in Wuxi city Jiangsu province, Community Elderly Service Center Zhongzhou Care House in Henan province, Lenian Elderly’s Home in Luyang district Hefei city Anhui province, and Social Welfare Institute in Ziyang city Sichuan province.

2. Experimental Goal

Comprehensively implementing the guiding principles of the 18th National Party Congress and the second and third plenary sessions of the 18th CPC National Committee, matching the massive request of elderly care service and viewing safeguard of elderly’s legitimate rights interests as starting point，the application of the Internet of Things experiment in elderly care institutions is to provide services for the elderly including help locationing, automatically supervision for falling, supervision for the laid-up, avoiding lost of the demented, intelligent analysis on elderly behavior, self-help physical examination, exercise measurement evaluation and video intelligent linkage. By means of establishing demonstration projects and providing intelligent services through the staff in elderly care institutions, the experiment aims to explore a new social service model for the institution to the community elderly nearby. At the same time, it will be conducive to improving technological application standards system by providing the result of such experiment, and advancing robust development on relevant industries of intelligent elderly care the Internet of Things.

3. Experimental Tasks

(1). Building intelligent elderly care Internet of Things perceptual system in elderly care institutions by installing environment supervision equipment, elder health care equipment and daily life service equipment. The perceptual system includes elderly physical parameters real-time supervision system, elderly health obstacle evaluation system, expert’s remote suggestion and consultation system, video system for family communication, and Internet of Things supervision and management system. With all these equipment and technology, the institution is able to provide intelligent services like real-time locationing for the elderly, automatically supervision for falling, supervision for the laid-up, avoiding lost of the demented, self-help physical examination, exercise measurement evaluation and video communication with family.

(2). Exploring a new service model for elderly care institutions to the nearby community elderly people. The institution needs to provide services of information collecting, medical assistance and physical examination by using elderly care Internet of Things information management system, in order to explore a new care and service model for elderly people.

(3). Accelerating the establishment of intelligent elderly care Internet of Things standard system. The 7 institutions appointed by Ministry of Civil Affairs needs to draw up standard for digital collection and transferring technology, and business digits exchanging, so as to establish intelligent elderly care Internet of Things standard system, guide and regulate the application and building of intelligent elder care Internet of Things.

4. Requirements

(1). Starting the work in experimental units as early as possible. The experimental units should improve its implemented plan and conditions, and start the project as soon as possible at the request of NOTICE and experimental task, combining the review suggestions from implementation plan discussion meeting in Beijing on December, 2013. The institution should focus on exploring new production organization mode, mechanism of combining production, study and research, and business application mode, utilize the advantages of Internet of Things in terms of optimizing resource allocation and promoting industrial upgrading, and play the leading role as demonstration unit.

(2). Strengthening budget management. The demonstration projects are self-funded by the experimental units, while the state will provide financial support for the well-developed unit. As stipulated by the Government Procurement Law of People’s Republic of China and

Law of the People’s Republic of China on Tenders and Bids, the institution should be encourage to use national equipment, project and service in line with principle of economy applicable and independent controllable. Strengthening supervision management in establishing demonstration project and making sure the quality and progress.

(3). Strengthening organization guarantee. Ministry of Civil Affairs Social Welfare and Charity Promotion Department is responsible for the arrangement of establishing demonstration project. The department should contact relevant experts, departments and enterprises, carry out work measures and monitor the construction of demonstration project. The local civil affairs ministry should build up clear-allocated and cooperative work mechanism and assessment mechanism with symmetric powers and responsibilities and clear goals, and make sure the smooth progressing of the project. The local ministry should report the progress in time, summarize implemented experience and submit relevant report to Ministry of Civil Affairs Social Welfare and Charity Promotion Department by the end of October each year.

(4). Paying attention to information safety. The experimental unit should guarantee the information safety by improving relevant technology and building working mechanism, strengthening information safety rating guarantee and risk evaluation work, choosing independent controllable information technology product and professional serving team, so as to make sure the safety and reliability of the information system. The unit sill needs to explore coordination and promotion mechanism for standardizing elderly care Internet of Things, and accelerate the promotion of industry standard.

Ministry of Civil Affairs Social Welfare and Charity Promotion Department will hold a project startup meeting and invite experts for on-site guidance training. Specific arrangements will be informed later.
